I can combine a legal and managerial background, previous studies in Security Policy and International Relations, an international experience in transitional economies, with team competence, stress tolerance, inter-cultural awareness, and a proven ability to work cross-culturally. September 2008 → December 2009 In the framework of the 4th Italian Senior Civil Service Fast Stream Programme [Quarto Corso Concorso di Formazione Dirigenziale] held at SSPA, I was asked to take part in an experimental formal mentoring programme. I was paired with some SSPA trainees destined to move up into Senior Civil Service, for a series of career-coaching interactions involving informal transmission of knowledge, experience, and psycho-social support. The mentoring relationship was carried out partly face-to-face on site, and partly with a dedicated e-learning platform.

UJFP was a major judicial reform project funded by the European Commission, TACIS program (EuropeAid/125611/C/SER/UA), and implemented by a Consortium led by WYG International, a socio-economic consulting firm implementing projects funded by international donors across the world. The project was based in Kyiv, Ukraine, and operated from 2008 to 2010. I took part to its activities through different assignments from the beginning to the end. Assessment Missions are a peer-based exercise. The purpose is to identify needs, provide a gap analysis or elaborate a strategy in a given sector. This approach has proved a useful mechanism to address different needs for beneficiary countries. In this context, assessment missions are aimed at evaluating legislation and administrative capacity in a range of sectors and at developing in close cooperation with local counterparts a structured plan for future technical assistance. I had the opportunity to represent MoJ in the first pilot training course of the European Senior Civil Servant project, which is an initiative implemented within the framework of the Agreement between the Dipartimento della Funzione Pubblica (Italian Department of Public Administration) and the Scuola Superiore della Pubblica Amministrazione - SSPA (Italian Civil Service College), entitled The promotion of coordinated initiatives to implement the Lisbon 2000 objectives for training senior civil servants from the Italian State and other European Union countries. It follows the experience of the Patent (Public Administration Training European Network for the Harmonization of Training Approach) Project funded by the Leonardo Da Vinci programme of the European Commission.

In 2004 I was invited by the Swiss Government to take part to the Nineteenth International Training Course in Security Policy (ITC19), held at the Geneva Centre for Security Policy (GCSP), representing the Ministry of Justice of Italy. The course took place from the 4th October 2004 to 27th May 2005. There were 30 participants from 25 countries. The primary activity of the GCSP is to provide expert training in comprehensive international security policy for midcareer diplomats, military officers and civil servants. The ITC is an intensive 8 month course about the most important aspects of current international security policy. The course offered a broad overview of international security issues, with a special focus on the contemporary global security environment, including security concepts, the main actors (states and institutions) as well as emerging problems (e.g., proliferation of weapons of mass destruction, globalisation and international terrorism). The ITC is run by an international faculty composed of highly qualified academics and practitioners with broad experience in diplomacy and/or military affairs. Some 150 high-ranking diplomats, military officers, government officials and distinguished experts from across the Euro-Atlantic community and beyond, addressed the participants as Guest speakers all over the Academic Year. A particular focus of ITC 19 was to familiarise participants with modern working methods, negotiating tactics, leadership training, security policy decision-making, as well as drafting and briefing skills. Special courses and simulation exercises were conducted throughout the year to that end. In the framework of the course, I did a presentation introducing Italian Security Policy, I prepared the week about Human Rights and International Humanitarian Law, and I was an advocate for Globalization in the week about world economics. I successfully finished my studies writing a Core Paper about the topic: Is there a West? At the end of the course I was evaluated as "well suited for international assignments, either rapresenting Italy in a diplomatic role or within an international organisation" Read my final dissertation about "Is there a West?":

Italian Navy Officer - (Coast Guard) @ Italian Naval Academy

I served 15 months in the Italian Navy to fulfill MSO (Military Service Obligations). I won a national competion to enter the Naval Academy in Leghorn, where in 1992 I received my military training as an officer cadet through the fast stream 88th Naval Officers Post-graduate Military Training Programme. At the end of the training I was commissioned a Navy Officer, with the rank of Midshipman (Nato Code OF(D), in the Corps of the Port Captaincies Coast Guard. After receiving Officer Commission, I was posted to the: @ Coast Guard National Headquarters (1993) in Rome: I served as Staff Officer in the NATO Control Point Situation Room during the embargo against former Yugoslavia. The Corps of the Port Captaincies - Coast Guard is the coast guard of Italy. It is both part of the Italian Navy, and one of the five National Law Enforcement Agencies of Italy. As such I was both a Military and a Judicial Police officer.
